Abstract
The article describes how a smart city strategy can be designed co-creatively. The underlying methods included are agility, double diamond and Quadruple Helix. The instruments and formats explained in the article were aimed at a high variance
of the stakeholder groups involved and at the iterative integration of the results into the smart city strategy adopted by the city council.
