Open e-governance aims to make government data and information accessible to the public, fostering collaboration between citizens and the government, while leveraging digital technologies to enhance public services and strengthen trust in institutions. One such technology is Digital Participatory Platforms (DPPs), which are specifically designed to support citizens’ broad-scale engagement, interaction, and co-production in urban planning and development.

Despite their potential, DPPs still face significant adoption challenges. Their use is often limited to the duration of specific projects and tied to individual cities or narrowly defined urban initiatives. Consequently, opportunities for data and knowledge transfer across contexts remain constrained. Furthermore, DPPs are not networked, and their systems lack interoperability, which is an essential capability for scaling, knowledge-sharing, and mutual learning. Currently, a coherent methodological framework for building a network of interoperable DPPs is missing. To address this gap, the proposed project draws on strategic alliance models as a foundation for establishing these networks and systematically explores how DPPs can be linked to support open urban e-governance at scale. This will be achieved by:

- Developing a descriptive framework for classifying and assessing existing DPPs, with particular attention to their network capabilities, technical standards, and levels of interoperability 
- Systematically surveying existing models of strategic alliances and analyzing their relevance to DPPs; Outlining and validating a new strategic alliance model tailored to the specific needs and configurations of networked DPPs.
- This project will generate new insights into the following aspects:Classification and characterization of DPPs; Standardization and Methods for DPPs Interoperability; Applicability of strategic alliances to digital participation;
- A parameter-based framework for evaluating alliance models in the context of DPPs.
