Abstract
This chapter demonstrates how land-use planning can deal with the impacts of climate change on coastal urban regions of the Baltic Sea in Europe. The key resilience-related challenges faced by urban and regional planners are how to deal with the uncertainty, the long-term horizon of potential impacts, the complex socioecological urban settings, and the weak position among other policy priorities. Taking a transformative resilience perspective and adopting an abductive research design involving two single case studies, a number of barriers and opportunities within and outside of land-use planning were identified for tackling these challenges.
